The meta-refresh in the section can redirect a browser automatically, with a backup manual link below in case the browser is configured to block this. So https://tranxfer.natureserve.org/download/link/PineSnake-HQT.html can be provided as a link instead of https://tranxfer.natureserve.org/download/Longterm/SE_office/EDF/prototype-webcalc/PineSnakeHQT_v2.1.html When versions change or URL folders change, this link file is also really helpful.
